Reply of Jiangxi Provincial Development and Reform Commission on Energy Saving Review of Jiangxi Yunwei New Materials Co., Ltd.'s 50000 ton/year Battery Grade Lithium Hydroxide Project (Phase I)

Yichun Development and Reform Commission:
We have received the Request for Instructions on the Energy Saving Report of Jiangxi Yunwei New Materials Co., Ltd.'s 50000 t/a Battery Grade Lithium Hydroxide Project (Phase I) (YSFGHZ [2020] No. 22). After examination, we hereby reply to the following matters:
1、 Agree the energy conservation report of the project in principle.
2、 Project construction site: Jiangxi Fengxin High tech Industrial Park.
3、 The total annual comprehensive energy consumption of the Project is 9374.98/13167.64 tons of standard coal (equivalent value/equivalent value). The comprehensive energy consumption per unit output value of the project is 0.1096 tons of standard coal/10000 yuan, which is superior to the comprehensive energy consumption index value of "special chemical product manufacturing" per unit output value of chemical raw materials and chemical products manufacturing industry in the Shanghai Industrial Energy Efficiency Guide (2018) of 0.132 tons of standard coal/10000 yuan.
4、 The construction unit shall improve and strengthen the following energy conservation work on the basis of implementing various measures in the energy conservation report:
（1） High efficiency and energy-saving equipment shall be selected. Evaporators, reaction kettles, causticizing kettles and other products and equipment that meet the national level 1 energy efficiency standards shall be selected. Energy efficiency indicators shall be included in the equipment bidding documents and purchase contracts as important technical indicators.
（2） We will effectively strengthen energy conservation management. Establish and improve the energy management system according to the current Energy Management System Requirements (GB/T23331), Guidelines for Energy Management of Industrial Enterprises (GB/T15587), etc; According to the current General Rules for the Allocation and Management of Energy Measuring Instruments in Energy Using Units (GB17167) and other standards and specifications, energy measuring instruments shall be strictly equipped, and a three-level energy measurement management system shall be established.
5、 The project construction unit shall, in accordance with the requirements of relevant laws, regulations, standards, plans and policies, handle project approval, environmental assessment, safety assessment and other approvals. The project design unit shall carry out engineering design (preliminary design, construction drawing design) according to the review opinions and implement them in the project construction. After the project is completed, relevant energy conservation policies will be implemented according to national and provincial regulations.
6、 Please effectively supervise and inspect the project design, construction, completion acceptance and operation management according to this review opinion and the final modified energy conservation report of the project, and timely report the implementation of this review opinion and major issues related to the project.
7、 In case of major changes in the construction contents such as the energy use process, equipment and energy varieties of the project, the total energy consumption exceeds 10% or more of the total energy consumption in the energy conservation review, or the feasibility study report has major changes in principle, the project construction unit shall re conduct the energy conservation review.
8、 Our committee will timely organize follow-up inspection on the implementation of the project energy conservation review opinions.
